Well the honest to Gawd truth is that more and more companies are having to "insource" work and have some people do more than one thing. At UPMG we have taken an attitude that instead of outsourcing we find a way to use the folks we have and ask them to wear more than one hat. It is not that different than a double E doing layout. To tell the truth there are a lot of them that have taken the time to learn and are quite capable at doing both.
It may sound strange from the guy that brought you Sparky Stublength, the engineer who didn't know his active state signal from a void in the return conductor (think about it), but last time I looked there was no rule that said a board designer could not also be an engineer or vice versa.
