Those are Mentor Expedition files that do reside within Mentors recommended
folder structure in a pcb/Layout folder.
Mentor did buy PADS but would not think these are PADS files.
You will need more than these two files to be able to do anything with them I believe?
How much more I'm not sure, but the .pcb file would at least be one other one required.

Fellow Designers:
I have a couple of files that I am told are a PCB Database, however I
am not sure what they are. I have done some research but have had no
luck in figuring it out. If anyone know what they are, I would

GenDataDB.gdt - 18,711 KB
LayoutDB.lyt - 5,633 KB
Once I figure this out, then I need translation or gerber generation.
