Don't waste your time looking, you won't find
footprints at the JEDEC site. I think their main
mission is to standardize and publish the physical
dimensions of component packages.

The only footprint standards I have seen are:

IPC-SM-782
http://www.ipc.org or

SMTPLUS
http://smtplus.com/landpatternscdrom.htm

I WOULDN'T recommend using manufacturer's suggested
footprints, or your library will quickly become a
nightmare to maintain (with multiple vendors, second
source stuff, complicated naming conventions, etc)
ESPECIALLY not for common stuff that any vendor can
assemble.
But for newer hi-tech or specialized components that
are layout-sensitive, the manufacturer's
recommendations may be good advice that shouldn't be
ignored (yeah, I  know, more trade-offs and
decision-making required, but that's what makes you
guys such damn good designers, right?)
