Hello,

Tented vias are those completely covered over by soldermask.
Purpose to prevent unwanted pick-up of solder from wave process that may
travel to the top of the board, or to provide a good seal in vacuum test
fixtures.
'Ok' when we used dry-film solder masks, but Liquid Photo-Imageable
masks will be pushed down the hole unless they are filled first (extra
process = bit more cost). Filling of course also solves the problem of
contaminants being trapped in the voids as well.
We often use 'encroached' vias, where the solder mask is still clear of
the hole, but over most of the via land.
In hard to clean areas where I don't want solder balls to be trapped,
(eg. under BGAs)a peelable solder mask can be used on the solder wave
side.
