I hate to state the obvious, but incoming inspection compares the board the vendor delivers with the requirements for acceptability which are documented in your drill drawing. If you document it thoroughly, they will thoroughly inspect it to your requirements. If you don't they won't have much to inspect. 
What I advise all designers to do it look at your notes very carefully... are the things you are requiring of the vendor reasonable? Many folks cut and paste notes or boilerplate them for a design without looking at them critically and trying to make sure that they make complete sense. For example, how do you dimension your board? Some designers I have known just randomly picked features on the board and attached dimensions to them... not with any real rhyme or reason... My experience is that receiving inspection reads your fabrication document and if you dimension something, they attempt to verify it. If you fail to dimension a critical feature... nobody is going to look at it. Are the sizes of holes reasonable? Some of the most common mistakes I see are related to not sizing holes with bare board manufacturing and assembly in mind. Many vendors put the smallest size possible on their datasheets... check the tolerances on your drawing, will the part still be solderable and insertable if someone has reworked the board? Clearance holes for fasteners... spacing from the edge of the board, forgetting to add fiducials, the list goes on... 

If you call out IPC-600 on your fab drawing, they will need to check it conforms to that spec... that's a wise thing to do... the standards are there for all of us. Manufacturers and well as designers... You control how it gets inspected by how well you document the design.
