I can speak just for me (design bureau) and my customers. 

My customers have ideally the same CAD software or, if not, I force 
them to use the free design viewer for the native CAD data. They get 
regularely even during the design process the files for review. They 
can make measurements, can highlight nets, can cross-probe between 
pcb and schematic and also review the design rules and make any 
available DRC/DFM check. Nearly nobody just looks on "dumb" gerber 
files in a gerber viewer or even worse, paper plots.

More complex layouts (frequency inverter, power electronics etc.) 
regularely end with a full-day telephone conference.

PS.: A design viewer for native CAD data is fine to enforce proper 
payment. Just with paper checkplots no customer understands, why just 
changing a package and moving three vias needs half a day of work. If 
he sees with all layers coloured and visible on screen which mess his 
"simple 10 minutes change request" leaves on a quite dense, double 
sided populated board, it is often the end of any discussions about 
paid work hours.
