Chris,

We have found PADS PowerPCB to be quite buggy - try using the split power plane
function! There are also bugs in the gerber output.

The technical support is not particularly good, either they have to call the
States or we work it out ourselves.

Our version is 2.1 what are you working on?

I am happy to say that PADS PowerPCB is about a bug free as they come
and their tech support guys really do take our suggestions to heart and
implement them in a timely manner. Go, PADS!!!
