Lois,
        Aside from the initial condition of the boards when they went into
storage (no small matter), the nature of the storage will define the "shelf
life". Since this can vary there isn't a good single cut off date. Properly
cleaned PCB's wraped in non-reactive plastic (no leaking of release agents
used in the manufacture of some plastic bags), with a desicate package to
absorbe moisture will do nicely for quite some time.
        I seem to recall that IPC-A-610 makes a passing mention of
corrosion. In sort...It's not allowed! :-)
