UNSUPPORTED HOLE - A hole in a printed board that does not contain plating
or other type of conductive reinforcement.

Basically it's a plated through or non plated through hole.  Typically the
unsupported holes can have a tighter tolerance because the plating is not a
variable in the equasion.
