Hey, I've seen some MOBOs at Fry's that have "silver" (matte, not shiny)
soldermask with black silkscreen.  Very cool, very hard to see the
reference designators, probably costs them a bit extra for that
"coolness"...

I would question the numbers.

What I''ve noticed QUITE OFTEN is that one area
will have a problem, and to prevent it from ever happening
again, will impose some ridiculous rule to use for eternity.

Sure, the rule will work for them, and the problem is solved,
but that's a shallow way to address issues. They ignore
the fact that we are trying to please MANY customers in
ALL areas by doing a balancing act with trade-offs.

Tell them that you would like to understand the science
BEHIND the numbers for your own education. Ask if
someone can explain how the numbers were derived.

The response you get might be very enlightening.

p.s. at my first job as a PCB designer I was told to ALWAYS
use yellow soldermask. I did it for years because I had no
reason to question it, but one day at lunch I asked why we
used yellow.... I heard a lot of speculation how maybe white
reflects back into the pick-n-place camera, or less eyestrain
on field-service guys, all kinds of "logical-sounding" reasons.

...which led me to wonder why no one ELSE used yellow???

So I got courageous and asked the company guru who had
been there for decades, and he told me the real reason;

He said HE was the one who started the yellow soldermask,
and he did it because.....
