Joe,
One pad size/spacing could be very dangerous if used for ALL styles/sizes of QFPs.  A look at IPC-SM-782 shows many different pad sizes/spacings for the various configurations a QFP comes in.

Donna,

I have successfully used a 17 x 80 mil pad for QFPs.  You can still fit
mask between the pads too!
