Greg,
How seasoned are you??? You already have some good
tools, unfortunately great or even good designer's are not a dime a
dozen. Been doing this for 20 years in the service bureau biz. Don't
just look for good CAD operators go for good designer's and sell CAD
training with employment contracts. If you are not careful you will be
in Checkmate. Good designers won't hold you for financial ransom, we
just want a good wage - clue one.
Good Luck - we are the few and
the proud

Can you direct me to Information/Courses on setting up a PCB
Design
        Department?

Please give only usable information. A check list of setup
procedures would
        be very helpful.

The needs are such where we use ViewDraw, PADS PowerLogic, PADS
PowerPCB and
        Cadence Allegro NT.

        Much Thanks,
