JULY MEETING
EMISSION CONTROL LAB TOUR
@ COMPAQ COMPUTER CORPORATION

Our July general meeting will be hosted by Compaq Computer Corporation with a tour of the Emission Control Laboratory located on Rogers Roads just North of the main Compaq campus.
DIRECTIONS: Take SH 249 North, past the main campus of Compaq, through the light at Louetta. Go .6 mile to Rogers Road and turn right. Go approximately .4 mile and turn left into the Emission Control Laboratory facility. (See Map) Allow yourself a little extra time as SH 249 is under construction.
Pat Conway, Engineer at the lab will be making a presentation on "Design Considerations for Emission Control". This will be followed by a tour of the facility. If you have never seen an Emission Control facility, you DO NOT want to miss this meeting.
A WORD FROM THE NATIONAL PRESIDENT
CERTIFICATION
We must keep some things in perspective. The general feedback, from those that have taken the exam, is that it is all emcompassing, and therefore difficult. Not impossible or rediculous, but difficult due to its broad based questioning. Also keep in mind that the beta test was close to three hundred questions, which resulted in a rather lengthly exam. The "live" exam will be approximately half as long.
Last, but not least, is that the "A" level exam is only the first level. It looks for an understanding of the many terms, concepts and relationships related to printed board design. The next three levels will increase the intensity of the rrelationships and also dwell on the ability to apply knowledge.
Many designers have input into the program. Their primary concern is that the exam process truely identify qualified designers. It should also provide for keeping the certification current with technology. As technology changes, a recertification option should be available. Depending on the complexity of the changes, the recertification can be as simple as attending a short seminar or as difficult as taking a retest to a revised set of objectives.
TO THE DESIGN MANAGERS
The IPC Designer Certification program has been moving very quickly for some and very slowly for others. What the Council recognizes is that it is imperative that the council meet with proper company representatives and make a formal presentation on the designer certification program. To this end, a formal management presentation was put togedther, this presentation addresses the benefits to the industry, the individual designer, and finally the benefits to the company. Benefits discussed are both short and long term. To date, the feed back, from these presentations has been very positive and supportive.
No one likes to get second hand information, or worse, word of mouth information. Company management should not be treated differently.

CERTIFICATION PROGRAM STATUS
The Beta test is complete. Results for those who have taken the test will be announced soon. When we receive information each individual will be notified as soon as possible. Drake officials plan on being at the next Certification meeting which is to held in Boston June 24,25, 1995 to discuss their analysis of the exam. Level B and Level C item writing is continuing with schedule for testing to begin in September and November respectively. Study manuals are being prepared for each level as well as individual workshops for each level. These workshops are to be in more detail then the previously entry level workshop. Specific objectives and goals per level will be discussed throughout these workshops.
MEMBERSHIP BOOK
The membership book is presently being prepared and should be out within the next few months. If we are lucky and everything goes well, we will be distributing copies at the next general meeting. If you have not turned in your personal information, please do so, so we can make the first edition as complete as possible. If you have misplaced your form, please contact one of the officers and we will make sure you get one.

The opportunity to interface with all aspects of the printed circuit development, from concept to finished product. From researching a problem to getting a resolution.

If so what is that area? (Please be as specific as possible) i.e AUTOROUTER expert, placement specialist, sales, photoplotting, QA, checking, assembly, mfg engineering, design engineering, etc.
I do not consider myself an expert in any one area as I have performed in many functions during my years in this business, layout, drafting, checking, supervision, procedure writing, manufacturing engineering, etc.
Why did you join the IPC Designers Council?
I read about the organization trying to form back in 1991 through the Printed Circuit Design Magazine. I have always felt that PCB Design is a unique profession but seldom received the credit it deserved. This organization was a way to help establish some creditability in the PCB Design industry.
What do you enjoy the most about the IPC Designers Council?
The meeting of other professionals in the PCB Design business, not only from a local standpoint but also from a national and even international level. The camaraderie from designer to designer is absolutely outstanding. I have yet to attend a meeting, whether it be a local chapter meeting or at a conference in which I did not learn something new. This sharing of ideas and knowledge from engineering to finished product is what this program is all about. Any designer who is not willing to share his ideas is really missing the boat.
What is your opinion about the Certification Program?
The full benefit of this program will not be felt for several years. My thoughts are that when it matures, it will have a very large impact on companies hiring designers. If a designer is certified, the company knows exactly what his technical credentials are. Sure there are other things to consider when hiring that is not covered in the certification program, but this will take care of the technical end of it.
What other things do you believe the Council should be doing?
In regards to the certification program I would like to see the major CAD companies establish some sort of certification on their system. This would take care of one other aspects of qualifying a designer. Have technical presentations at the local chapter levels to increase interest and participation. In the Houston area, I would like to see more training seminars or even a "mini-conference". There is one on the West coast and one on the East coast, but nothing in between.

OPINION OF THE CERTIFICATION PROGRAM -
It's an opportunity for personal and professional advancement. The program,
developed by/for designers, is open to input from everyone.
OTHER THINGS THE COUNCIL SHOULD DO -
More MARKETING is necessary to increase membership from
100 to 300. A strong active group will attract national speakers
and seminars, reducing our travel time and money.
Individuals in management need to be aware of the Council
and its activities. COMPAQ COMPUTERS has been a leader
in this area. A management representative to the council
would be advantageous.
