Gary,

     One of the first things you need to do is talk to your trusty board vendor
and find out what his/her capabilities are.  They may be able to drill some 
REALLY small via holes and the added expense for the small holes should be more
than enough to make up for the savings from less layers.  Also check with your
board assembler and see if
