Hello,
the document is:
IEC 61188-7, Ed.1: Electronic Component Zero Orientation for CAD Library
Construction
as the US (Level A) and the European/Japanese People (Level B) had different opinions
about zero orientation it has two options for zero orientation:
Level A Basic Rules
For level A type component descriptions for multiple leaded parts pin one shall be
left oriented per the basic rules however, pin one shall be located at the upper or
upper-left position.
Level B Basic Rules
For level B type component descriptions for multiple leaded parts pin one shall be
left oriented per the basic rules however, pin one shall be located at the left or
lower-left position.
Hope this helps
Best Regards
