oh, sorry for misunderstanding...
What you are asking about is covered under 3.4 of IPC-6012
particularly
"3.4.1 Hole Size, Hole Pattern Accuracy and Pattern Feature Accuracy"

but it is not specified in the way you might think.
because
if the hole pattern and artwork patterns are misregistered too much,
you will be violating your minimum annular ring requirements
(which are defined by the "class" of your design)
So,
look at minimum annular ring in IPC-6012 Table 3-9
