This is a fabrication issue and I would suggest that you post it on the
TechNet Forum. You will get a good discussion there from the folks who
actually do the cutting.
I do know that a router bit can be flat on the tip and setting the depth of
the cut should be simple. Don't forget 'depth tolerance'.
You would have to consider the inner edge as the finished edge in regards to
spacing to board edge. I think that you might need to know if a set-depth
routed cut will cause more vibration and higher risk to edge components and
traces.

Yes, it was expensive, but I needed more layers, and couldn't fit them onto
the thinner material.
