Show them Table 9-2 in IPC-2221.
Single sided is fine, annular ring needs to be larger.

I have a single sided board that our manufacturing department has an
issues with. The concern is "All holes for all parts must be plated
through for connection strength".
  This is a very simple board. Trying to keep the cost down.
