Sorry for the delay, but according to IPC-7095 section 6.2
(Design and Assembly Process Implementation for BGAs)
the land sizes are 20-25% smaller diameter than the balls.

It ALSO says "A general rule is to design the solder land
on the board with the same diameter as the land on the BGA
substrate" (the lands that the balls are attached to).
I think this would keep the ball a symmetrical shape as it
collapses and surface tension takes over, so it makes sense
to me.

I haven't heard any complaints about the two different kinds of
advice, so I assume they correspond well enough that no one
is screaming for a change.
