Once upon a time, ANSi Y32.2 or similiar was the specification of the day
for
designation and symbol representations for schematic, etc.

I have not used it for a while, but that should head you in the right
direction.

 Does the IPC, or any other industry body, have a list of 'recognized'
component reference designations?

 There seems to be a lot of common practices out there R= resistor, C=
capacitor), but is there any official industry documentation on these
conventions? Or is it up to designers to make up their own rules?
