I would suspect that the respected Mr. Pownall refers to Accel EDA, the
software package which replaces Tango and PCAD, two products which are
now under the auspices of a single company.

I use Accel, it's still a maturing tool but I've used many products and
it does work.

Our firm sells and supports Accel, but their territory only reaches from
New York to Virginia and West Virginia, USA.

If you contact http://www.ema-eda.com they should know of a vendor in
your region.
