IPC standards don't really work that way. There are material specification standards, design standards, test standards, etc....
This page has the standards grouped by discipline: https://portal.ipc.org/Association/Index.htm
Used together, they will give you guidelines to design for manufacturability and test. Designing for EMI/EMC/SI is another discipline altogether. You need to reach outside IPC documents for that. There are many books written on the subject. One suggestion to start is Doug Brooks' Signal Integrity Issues and Printed Circuit Board Design.
