     The Northern Illinois Designer's Council met on 11/19/96 for it's 5th 
     time.  16 attendees.  The meeting opened up with a 
     welcome/introduction from Karl Bates.  Karl also did a recap of 1996 
     and what we have done in our first year.
     
     Lisa Williams, of IPC, then spoke about issues including the email 
     forums, IPCWorks, IPC Expo, IPC2221 and IPC2222, and developing Web 
     Pages.
     
     Then we heard from our guest speaker, Gary Ferrari.  Gary talked about 
     the different forums, the differences between the IPC Conference and 
     the PWB Conference.  Gary also gave us a great idea of tapping into 
     speakers that might be in Chicago visiting IPC, that we could get them 
     as speakers when they are here. (Anyone reading this who would like to 
     ever be a speaker, could contact us via email- remember, we are 
     nonprofit) Gary also talked about the Expo.
     
     We also got to find out from Gary, what other chapters are doing. ( We 
     welcome input from any of the chapters out there who have been active.) 
      Some chapters have study groups, or special interest groups that get 
     together and work on things like the study guide for certification, or 
     the 2221&2222 documents.  Other chapters have vendor nights. Others, 
     seminars, or tours of fabrication or assembly houses.
     
     Gary then talked about Certification.  Certification is by designers, 
     for designers.  Gary expressed the importance of the whole learning 
     process for the certification.
     
     Certification Content Areas include
     1.) Layout Requirements
     2.) Electrical Considerations
     3.) Material Properties
     4.) Component Requirements
     5.) Assembly Technology
     6.) Board Fabrication
     7.) Physical Board Requirements
     8.) Documentation Techniques
     9.) Testing Technology
     10.) Reliability Issues
     
     Certification consists of the core module (single, double, multi-layer, th 
     design; based on a designer proficiency level; recertification with 
     technology change) There is also certification for specific technology, 
     called focus modules.
     
     Gary showed us the study guide on CD-ROM.  Although not complete, it 
     should be available soon and will be updated with the document 
     changes.
     
     We then talked about incorporating our chapter.  
     
     Before the meeting adjourned, we voted to retain the officers, and 
     then we had members volunteer for different tasks before our next 
     meeting, sometime in February.

     3.) Corporating - Ed Seaman, Kitty Hines, and Jeanette Brown

     We'd like to thank Gary Ferrari again for coming out and speaking at our 
     meeting!
