I will refer you to IPC-L-108B.  I believe it has to do with the glass
transition
temperature, F being epoxy flame resistant NEMA type FR4 with glass
transition
of 110 degrees C and I being polyimide with glass transition of 250 degrees
minimum.  Specification sheets for these two materials are on pages 12 and
13.
