CEM-1 or CEM-3 might be a better alternative for high volume consumer
products. FR4 might be cheaper than FR1-FR2 because it is readily
available. The CEM materials are good for punched boards.

Subject: FR1 and FR2
Hi,
I've been very lucky to use FR4 or better material. The next batch of
pcb I will layout will be FR2 or FR1 for mass production(1-3000 per
month). I am looking for design rule suggestions that I am not familiar
with or gotchas for these cheap materials. Example min/pref annular ring
on for pads-hole, min/preferred trace width, via placement for epoxy,
etc.
Any help will be appreciated -- thanks in advance,
