I would like to ask the group and Gary a general question regarding the
IPC-A-610 specification.

When two party's both certified on the specification disagree on it's
interpretation resulting in excessive yield problems what do you do?  Is there a
method or process of determining if one party is under or over stepping the
bounds of the specification.  Does IPC have mediators "gurus" that we could turn
to for direction in resolving issues?

Specifically the issues we are having are of an aesthetic nature such as
problems with fingerprints, cloth fibers from gloves and small solder balls.

I would also would like to know the costs of such a service and if it is
available in the metro Phoenix Arizona area.
