If you are going to maximize your size your are going to need
to talk to your vendor.

A conservative approach is the 16 x 10.9 .
Most vendors need about a 1 inch border on the 18 x 24.
You need space to route to separate the  two boards from the panel.
Route may be from .125  to .250 ( depends on your vendor ).

If you want to get close , use these numbers.
If you need to squeeze out that last 10 to 50 mils, talk to your vendor.
