Working with two project managers, I've found both like to do things differently and change their minds on every project.

One moment I'm asked to include such items on schematics and parts lists so they're included for MRP, the next I'm asked to remove them because it's confusing the buyers!

This aside, if it's to be included on the assembled PCB that arrives at our factory for final assembly then I add it to the schematic and parts list (until I'm asked to remove it!).

I add the part to our library as a schematics-only part with a special symbol for the circuit diagram.  The parts list is driven directly from the circuit diagram.  Our Parts Library is "parts based" so each part has attributes for manufacturer, part number, Farnell & RS codes and more, in the parts library there for every design.

Wiring looms, Heatsinks, Fuses, are added as schematic-only parts if they are sometimes needed or sometimes not.

If such a non-PCB part is always required with an associated PCB part then it can be permanently tied to that part in the parts library as an associated part and included in the parts list. Pulsonix is good like that.
