     Please Delete the following if you are not interested in the Northern 
     Illinois Chapter IPC Designer's Council Meeting minutes for 4/30/96

     The Northern Illinois Designer's Council met on 4/30/96 for it's third 
     time. We had a large turnout with 33 people attending!  The meeting 
     opened up with a welcome/introduction from Karl Bates.
     Karl explained the the Designer's Council was important 
     1.) Provide a way to get accreditation for knowledge PCB 
     Designers have gained through experience.
     2.) Give "clout" to PCB Designers Nation-wide in the           
     development of software and other standards (IPC Standards also) 
     3.) Network with other PCB Designers.
     4.) Provide Educational meetings and forums to enhance PCB 
     Design knowledge like:
     Technical seminars
     film
     On-site inspection and educatioal understanding of 
     Photoplotting facilities
     PCB Fabrication plants
     PCB Assembly plants
     many others....
     
     
     Our guest speakers were:
     Ron Bonninger- President of DEH
     Joseph Hennessey- Manufacturers Representative of Greenslade Sales 
     Jonathan Pu- IS/CAD Manager of DEH
     
     The presentation was on THE VALUE OF RS-274-X AND IPC 356D
     The following is straight from the slide show presented by our guest

     Objective of Meeting
        - "Build the Data Bridge" Between Design and Manufacturing
                Transfer useful data in efficient formats 
                Use power of computer data analysis
        - Generate Discussion and List of Implementation Issues
                If simple it would have been done
                Partnership from both sides makes sense because everyone will    
                benefit
     
     Two Building Blocks For the "Data Bridge"
        - RS-274-X (Imbedded Apertures)
                Combines RS-274-D and Aperture List
        - IPC-356-D (Neutral File)
                Important supplement to net list extraction from Gerber
        - These are not the only blocks for a better bridge
                Opportunities for improvement exist with drilling, routing, 
                fabrication information, electrical testing and read-me content 
                Open communication will continue to enhance the 
                bridge building process
        - A small investment in time by manufacturers, software vendors 
                and designers can result in enormous benefits
     
     What is Wrong with RS-274D
        Basically, old standard that does not take advantage of new technology 
        Pad names interpreted by someone else, not designer who knows best 
        Dcodes manually entered can create human error
        Dcode software conversion programs subject to error 
        Version of conversion program issue
        Handling of unique codes or changes
        Time consuming manual entry
        Time consuming because of all double checks to avoid error conditions 
     
     What is Right with RS-274-X
        Apertures (Dcodes) imbedded with Gerber 
        Eliminates manual entry of Dcodes
        Standardizes software interpretation of Dcodes
        Dcode interpretation done by designer who knows correct output 
        Viewing of file is made simple ( do not need separate aperture table)
     
     RS-274-X Implementation Issues
        - Determine capability of your CAD software with vendor assistance 
        - Work with your PCB vendor to understand specific data needs of 
                your application
        - Determine any composite images or custom aperture needs for 
                which macros are required
        - Do trial data transfer run and confirm correctness of artwork
     
     Imbedded Apertures Conclusion
        ULTIMATELY SAVES TIME AND MONEY BY REDUCING TIME TO 
        MANUFACTURE AND ERROR PROBABILITY
        All CAD/CAM vendors should be encouraged to support outputting 
        and accepting this format
        Implementation should be done in partnership with your PCB manufacturer
     
     Why is CAD (Design) Driven Net List so Important
        A net list derived from the CAD data provides the information 
        the manufacturer needs to determine if the board is being 
        manufactured correctly
        By definition CAD data is manipulated to become Gerber data 
        and then Gerber data is manipulated to become manufacturing data. 
        Having a Net List derived from original CAD design data provides 
        the manufacturer with a tool to verify errors have not occurred 
        during the data translation process
        Electrical data not just artwork information is provided to manufacturer 
        NETS DERIVED FROM DESIGN DATA ARE EITHER IN A 
        NEUTRAL FILE OR IPC 356D FORMAT
     
     Why is Gerber and Fabrication data not enough
        Gerber was created as a means of communicating graphical 
        information to a plotter
        Fabrication data required for manufacturing includes 
        information such as drill, layering and rout
        Neither of these documents tells the manufacturer how the board 
        is suppose to operate electrically... What it is really suppose to do 
        Most Common package supplied today  is Gerber and Fab data 
        MANUFACTURERS HAVE COMPENSATED FOR THIS BY DOING NET LIST           
        EXTRACTION
        Net connectivity is deduced by tracing paths and using drill information 
        "NO NET LIST EXTRACTION IS AS GOOD AS USING THE ORIGINAL" 
        Printed Circuit Design / June 1995
        At best it is a derivative of a derivative and does not catch 
        problems that may have occurred during the data translation process
     
     What are IPC-D-350D and IPC-D-356? 
        - IPC-D-350D
        IPC standard for the "exchange of PCB data at the design, 
        drafting, tooling, manufacturing and testing level".
        Goal of standard is to find a "neutral level of data exchange" 
        Excellent job of representing how PCBs are manufactured 
        (defining artwork requirements)
        Falls short on net list annotation - the "monk" got tired 
        Standard never caught on
        - IPC-D-356
        Finishes the work of IPC 350D
        Focuses on defining a standard format for the data 
        required to do bare board electrical testing
        - Comments
        Standards are user community and vendor driven, created standards 
        are unusual...Most data transfer issues have been industry solved. 
        Primary benefit of using Standard is to create a net list 
        neutral file from original engineered design data
     
     How is an IPC-356D File or Neutral File used?
        Its usage is most valuable at the front end of the PCB 
        manufacturing process
        Software (On-line in some cases!) is available to do 
        what is sometimes called Gerber Comparison
        Gerber Comparison compares the extracted net to the 
        original net as defined by the IPC-356D or Neutral File
        If errors occur during design translation or the manufacturing 
        process the Gerber Comparison process will identify them 
        BEFORE THE BOARDS ARE MANUFACTURED.
        Additionally, as the board moves through the manufacturing process 
        it can also be checked against the CAD derived net at various 
        process points and finally at electrical test.

                - Electrical test
     
     IPC 356D or Neutral File Implementation Issues
        - Determine capability of your CAD software with vendor assistance 
        - Work with your PCB vendor to understand specific data needs 
                of your application and types of formats accepted
        - If original schematic is modified during design process 
                back annotation is important
        Conclusion
        - Designers and manufacturers working together can flawlessly 
                go from concept/design to fabrication
        - Standards are not a necessity - we can make it work now 
                by working together
        - From these efforts a defacto standard may be created
        - Northern Illinois Design Council Could be Driving force.

     Lisa Williams, of IPC, gave and overview of IPC. IPC began in Chicago 
     by 5 Board Manufacturers.
     
     Lisa also went over the history of the Designer's Council.  It began 
     in Atlanta in 1992. Nationally, different chapters are working on 
     various areas such as:

     Data Transfer Strategy
     Certification
     Salary Survey
     Data Package Schematics
     Writing a Book

     Lisa also went over the Executive Board Council meeting held March 
     18th and 19th at the PCB Design Conference in Santa Clara, CA.  The 
     board discussed:
        1.) Restructuring the Designers Council to allow individuals to join on  
                (administrative headaches gone)
        2.) Certification Program was modified to 2 Levels
     
     There will be another National meeting of the IPC Designers Cuncil and its 
     Executive Board at DesignWorks, the design conference of the Designers 
     Council. DesigneWorks will be held in Naples, FL, October 21-25.
     
     Charlene Dwyer, had everyone introduce themselves, their company, title 
     and software used.  A survey was passed out, not many responded so if you 
     didn't, please copy the next section, fill out and email to

     Ken Lil talked about the upcoming meeting to be held June 21 at Excel and 
     AMS. Excel is a board house, and AMS is a photo imaging place.
     
     Karl ended with encouragement to participate and to sign up on the
