It should be a noun or noun phrase, followed by descriptive modifiers,
as needed. Examples:
Printed Wiring Board, Controller - Primary modifiers distinguish it
from similar items
Printed Wiring Board, Controller - Secondary
Controller - Forward, Schematic Diagram Note: type of drawing is
included for non-part drawings only
ASME Y14.100M section 5 describes the rules for drawing titles.

We are having some issues with our CM (configuration or CONFOUNDED
management) team changing the way in which we title drawings.
We (the designers) are of the opinion that the titles should be PWB or
PCB, Function, Unit - Additional Modifier; i.e. PCB, MOTHER BOARD, 386 -
TOWER CASE.
Our CM group is pushing for naming that includes only Function, PWB;
i.e. MOTHER BOARD, PWB. What is the industry as a whole doing? What is
preferred? Is there a good standards document to work to?
