My original posting was somehow changed by IPC email into gibberish.

So I'll try again . . . 


Doug Brooks book is a very good place to start!

I would also suggest take a look at IEC documents on the issue.

And though it is not a document on EMC explicitly, IPC-9592 sections 2 and 9 list international standards for EMC that apply by area of the world.

There is no document like that.
I would suggest the book by Bruce Archambeault called "PCB Design for Real World EMI Control"
