Hi Bill,

Sure I've seen this. It always seemed to me to be a "carry over" from
military days. I couldn't find much use for it, and didn't mean squat
compared to a PO. I've only seen it used once in all the years I've been
in the industry, if that means anything. I don't find a use for it, but
if your processes call out for it, either revise your processes or live
with it.
