Yes, this was tried by us some time ago, and we experienced the same
problem.  The ink is surprisingly thick and acted like a fulcrum under the
center of the 0603.  If screened outlines and ref des's are absolutely
necessary, you could re-designate the parts on the board so there's a flow
to the reference designators.  Then show the first and last ref des on each
row of parts, hiding the ones in between.  But the best suggestion I could
offer is eliminate the reference designators and part outlines altogether as
we did here.  We now show only stick lead parts and those which require hand
insertion.
