Paul,
I know you have received some good info on distances from other folks.
I am no longer in the design end of the business, but am in the assembly
end.
We build boards that have parts fairly close to the edge.  We score rather
shallowly, about .015" each side on .062" fr4.  We then use an Afta-Score
machine to deepen the scores prior to separating. By using the Afta-Score,
very little pressure is needed to separate the board.

If your volume warrents it, you might want to look into such a machine.
