I need to drill a 0.2mm hole on a 2.4mm material. From past experience I
have worked on the rule that the thickness of the material  must not exceed
8 x the thickness of the smallest drill size. i.e. 0.2mm x 8 = max material
thickness of 1.6mm. Does this rule apply, is there an industry standard
lookup table for guidance. Also does this request play any significant part
in the quotation of the pcb.
Any assistance appreciated.

For the reply to this you would be best contacting your manufacturer.

I have in the past needed the odd hole for some reason or other to be
touching & even going past the board edge.
As the board is made in a panel & there is always laminate around the edge
then this is not usually a problem but your manufacturer is the one to
contact regarding if they can handle it.

Can anyone quote the spec for how close a nonplated thru hole can get to
the board edge.  I know the rule of thumb, but I need to see something in
writing.
