Jim,
Check out this part number from digikey: CW3500-ND. It is listed as a
conformal coating removal solution which basically means soldermask. It is
made by Chemtronics, and our assembly personel use it to "repair" small
errors. We have not seem damage to the laminate material since the solution
comes in a "pen" format and is not in contact with the laminate for a long
period of time. As for damage to the copper, this will occur once you
remove the soldermask due to oxidation of the metal. If your application
calls for removing all of the soldermask from the board, I can't help you,
but maybe Chemtronics, or someone similar, can point you in the right
direction.
