The sectional standards are for different "types" of PCB, i.e. rigid,
flexible.
IPC-2221 is a "generic" standard that lists items applicable to all PCBs and
the sectional standards list items that are only applicable to a different
type of PCB, e.g. 2222 for rigid boards, 2223 for flexible PCBs etc.
