Is anyone familiar with the "GENCAD" data format?

I've just been informed (by a 3rd party software vendor) that
this format is the latest/greatest data interchange format for
PWB design systems, and that PWB design software which does not
output it should be considered obsolete.

I'd be interested in hearing from anyone who could guide me to:
        1 -  A technical description of the GENCAD specification
        2 -  Which CAD/CAM/CAE tools support GENCAD
        3 -  Any experiences relating to GENCAD usage
