I'm pretty sure the document you are thinking of is *EIA-481D.*
but I don't believe it is keeping up with all the new package styles coming
out now.
My advice would be to follow whatever Tom Hausherr is doing with the
software he maintains
(and if you don't have the IPC-7351 land pattern calculator/viewer software,
get it!)

Most older companies have libraries with rotations that aren't consistent,
but my hope is that eventually we will reach a consensus (at least with
newer libraries)
that everyone can depend on.
