John,
You should really ask that vendor to quantify
their responce, I would really like to know the
answer to that one also if you can. To my knowledge
there would be few reasons if any to not allow
a 45 deg entry to the outside ends of chip type parts.
If you were entering the inside 45 deg ends with a heavier track
very close to the point of the other pad maybe they have a gripe,
but I would thing the design engineer would have more of a gripe about
that than the assembly engineer.
