For the last 25 years or so for leaded components PTH, I've used nominal
hole diameter +.04inch (.02inch annular ring) as a target, .015 annular
ring and smaller at times. Used .02 ring as a minimum for single sided (not
plated thru). Very high volume boards (mostly automotive). No complaints.
I've seen .01 annular ring and smaller used fairly successfully on PTH
leaded parts. It doesn't take much pad to get a good joint on a wave
soldered plated thru hole.
