You can read the .JOB files directly into PowerPCB. You also have the
option of saving the PowerPCB .PCB file as a .JOB file if you need to go
the other way. I have delt with some people who have a hard time migrating
upward to PowerPCB and continue to use PADS-2000. I will do the work for
them using PowerPCB and then provide them with a .JOB file to read into
their system.
