  Written like a true member of the Human Resources trade.

   The PROBLEMS with this view point are: 1) No one should
be ask to put forth the effort to learn a job specific software
for free.  The level of effort to become proficient in any
package is worthy of reimbursement, 2) The company will
see a greater profit from a well trained PCB designer taught
to use a specific software than they will ever see from a
Push-Button Cad Operator turned loose to design boards,
and 3) Investment in training shows a long term commitment
to a working relationship between a company and its
employees, will foster some loyalty and increase employee
longevity which reduces the cost of training by reducing its
frequency.
   Training creates a WIN-WIN situation for employers and
employees.

 Sorry if this sounds soap-boxish, but its a major sore point
with me.
