Hi Mike,
Sorry for taking so long to reply... I have been busy.
Traditionally, the typical design practice on distance between tooling holes for most boards is +/- .002 inches. The diameter of the holes for the tooling pins is typically +/- .001 inches for tapered or diamond tooling pins.
It really all depends on the application and what tolerances you can live with.
Doing a thorough tolerance study on a design can be very enlightening... figure out what factors will affect the successful and repeatable results you are after and try to make the tolerances as loose as you can without compromising the electrical and mechanical successful function, validation and production of the board.
There is some text on the subject in the CID study guide on page 26,
in section 1.7 'Purpose of Tooling Holes'.
It references IPC-2222 9.2.1.1 and 9.2.1.2
Hope that helps. :)

Subject: [DC] Tooling hole tolerance
All - I'm looking for supporting documentation for;
the typical tooling hole to tooling hole tolerance.
I've gone thru IPC-222, 2615, 610 and even defunct D-275 with no luck.
Typically I specify +/- 0.003in (or 0.076mm) and sometimes +/-0.002in
Any help would be appreciated.
