I was thinking a -FREE- site that offered the PCB Designer a place where the
job provider and the PCB Designer can get together, and is focused solely on
PCB Design jobs.

Maybe the PCB Manufacturing folks could sponsor a site like that? Or perhaps
the IPC Designers Council... everyone else will want to collect some fee for
services and profit from the unemployment predicament...

There is one.  Just most folks don't really know about it.  It's mostly used
by contract designers and engineers, but can lead to captured positions
within a company.  CEWeekly has been around for many years and has a good
reputation.   Here's their web page: http://www.cjhunter.com/index.html

I've found that when companies are not hiring direct, they are hiring
contract and vise-versa.  They don't charge the job hunter anything except a
membership and you get alot for that membership!  It might not be a bad idea
to approach them about setting up a section specifically for PCB Designers.

For those looking, I'd recommend this site.
