I think I may have asked for production gerbers maybe twice in my career.  I just see no reason on a regular basis.  I define panels prior to submitting gerbers (with input from fabricators and assemblers).  That way, I have all of the information I need without needing to be concerned with their production changes.

That said, I would complain loudly if they refused, or find another vendor.  They aren't stopping you from going to another vendor, the new vendor will not use another vendor's production files anyway.
