I like that the IPC is looking into this from a standards point of view... perhaps the CAD vendors will take their lead and adopt the industry standards... 
Note: I must point out that RoHS and REACH and other regulatory agencies are requiring a paper trail be kept and companies need to tag their parts in the CAD library and thus in the BOM with their compliance with those specs... We flag our parts for their compliance in the MRP system and in our libraries. It's not as simple as it used to be...
