James is quite correct, this would be a very hard exact number to 
globally quantify. If contracting outside along with geographic
location, you have the overhead of the shop/contractor (if contractor
was providing CAD system). I would suspect a shop with a very high end
CAD system to maintain would be more than a low end shop.
If you want to bring the contractor in on his own it would be a
different number (partly dependant on his/her negotiating skills) than
if they went through a shop (and even there the shop does try for as
much as possible). In all honesty even when bringing a contactor in
house where the CAD system was provided by the company hiring the
contactor, the rate 
really is also somewhat geared toward what level of CAD system the
company has. To some degree companies who paid very little for a CAD
system seem to think the time of a designer is also worth very little.
There are other factors at play here too. Also there are some places
that do not want an hourly number but a quote as a flat rate on the
design.

So IMHO there is no one exact answer, the answer would need to be a
range.

I'm not sure that I can be of much help, but I was under the impression
that 
this depended on your location in the country. For example, someone in
Los 
Angeles might make 2x dollars versus someone in San Antonio, TX who
would 
make 1x dollars. 

I believe it also has something to do with the 'cost of living' for a 
particular area. 

Again, I may be mistaken, but that's how I came to understand it.
