Its a good idea to specify scoring and tabs if they are critical to your
board, but it can be done in details on your fab drawing, without the
burden of creating a panel drawing.

I figure its in their own best interest that the board house do the
panelization effeciently, they know whats best for their equipment and
processes, and they know how.  Overspecifying would probably increase
cost and add problems when shifting a design between houses.
