Many thanks to Cora Knutson of Amsoil, who provided me with a scanned OCR copy of the Korean WTO Notification for Cell phones and Natural Disaster Management.
I have run the OCR text through Google’s translate. Although I am not much wiser now, I can say that I am much more entertained. Google’s translation is pretty damn funny in places. My favorites were:

There’s a new WTO notification from Korea that affects Wireless Internet Service operators and mobile device manufacturers. I will attach the notice, but it is in Korean and is a “picture” so I can’t import the text into Google Translate to see what it says. The summary on the NIST site is:

The Wireless Internet Service Operators (SKT, KT, LG U+) and Cable Broadcasting Service Providers shall provide warning notification immediately according to disaster severity degrees (warning types: typhoon, flood, downpour, earthquake, etc.), and global mobile device manufacturers shall install PWS UE (Public Warning System-User Equipment) in their devices which are manufactured in or imported to Korea in order to provide warning notification.
A draft revision for:
- As soon as natural disasters, man-made disasters or other severely urgent disasters happen, PWS-UE which is installed in devices shall provide warning notification in Korean.
- Reception and presentation of warning notifications to the users shall not interrupt any voice calling and warning notifications shall be popped-up on the monitor under any circumstances.
- The size of warning notification is up to maximum 180 byte (90 characters in Korean)
- PWS-UE shall provide alerting indication (audio attention signal or vibration). The ways of indication may be freely chosen by the Wireless Internet Service Operators (SKT, KT, LG U+) and Cable Broadcasting Service Providers.
